End-to-end workflow

A complete land-registration journey.

Each step produces information needed by the next. The mobile and office applications keep parcel geometry, landholder details, evidence, decisions and approval status connected throughout the cycle.

    Field data collection

    Walk the parcel, capture geometry, record landholder and holding information, and attach supporting evidence.

    Validation & synchronization

    Check completeness and consistency, resolve capture errors, and move reviewed field records into the institutional workflow.

    Public display

    Publish parcel and claimant information for community review during the defined display period.

    Adjudication & approval

    Record objections, investigate evidence, document decisions, and approve uncontested or resolved claims.

    Registration & deed issuance

    Create the authoritative holding record and issue the approved landholding certificate to the right holder.

01 · Capture

Collect the claim where the land exists.

Field teams work with landholders and neighbors to identify the claimed boundary. MASSREG supports geometry capture alongside the names, rights, land use, evidence and field observations required for first registration. Validation begins at the point of entry so omissions can be corrected while the team is still on site.

02 · Quality control

Validate before a claim becomes public.

Captured records are checked for required attributes, geometry quality, duplicate or overlapping claims and synchronization status. Supervisors can see what has arrived, what requires correction and what is ready to continue. The objective is a coherent display dataset, not simply a collection of field forms.

03 · Transparency

Put claims on public display.

Parcel boundaries and claimant information are presented for community inspection during the legally defined display period. Landholders can confirm the record, identify omissions or raise an objection. Display links the digital record to a visible, participatory review process and creates a clear route for corrections.

04 · Decision

Adjudicate objections and approve the record.

Objections are tied to the affected claim, investigated against field evidence and community testimony, and resolved through the responsible process. Decisions and corrections are recorded before approval so the authoritative parcel and right can be traced back to the evidence and adjudication outcome.

05 · Completion

Register the right and issue the deed.

Once the claim is approved, the system creates the authoritative holding record and prepares the landholding certificate for controlled issuance. The handover completes first registration for the landholder while the institutional record remains available for future transactions, updates and service delivery.

Authorized woreda registrar or certificate-issuing officer.
